Government Allocates ₹95,692 Crore for Rural Employment Transition Under Viksit Bharat Mission

With ₹95,692 crore allocated for rural employment and livelihoods, the government promises a seamless transition from MGNREGA while ensuring no worker is left behind.

The Union Government has approved an interim allocation of ₹95,692.31 crore under the newly introduced Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission (Grameen), or VB-G RAM G, aimed at ensuring a seamless transition from the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) framework to a broader rural employment and livelihood programme.

The announcement was made by Union Rural Development Minister Shivraj Singh Chouhan following consultations with state rural development ministers. He emphasized that the transition would not disrupt employment opportunities for rural workers and assured states that there would be no reduction in financial support.

“Without causing any inconvenience to workers, we are moving from MGNREGA to VB-G RAM G. There will not be a gap of even a single day in the availability of work. Not a single worker should feel worried,” Chouhan said.

Major Allocations to States

According to the allocation details, Uttar Pradesh has received the highest interim allocation at ₹9,721.48 crore, followed by:

  • West Bengal: ₹8,508 crore
  • Andhra Pradesh: ₹7,707.21 crore
  • Tamil Nadu: ₹7,585.49 crore
  • Rajasthan: ₹7,581.87 crore
  • Bihar: ₹6,715.83 crore

The total allocation to states amounts to ₹92,550.17 crore, while Union Territories have been allocated ₹1,291.52 crore. An additional ₹1,850.62 crore has been earmarked for central administration and social audit mechanisms, taking the interim allocation to ₹95,692.31 crore.

When combined with earlier MGNREGA-related funding, the total support package exceeds ₹1.25 lakh crore. Including mandatory state contributions, the annual expenditure under the programme is projected to reach approximately ₹1.51 lakh crore.

Ensuring Continuity for Rural Workers

The government has stated that the primary objective of the interim allocation is to ensure uninterrupted employment opportunities for rural households that have traditionally depended on MGNREGA for wage employment during periods of agricultural distress or seasonal unemployment.

Over the years, rural employment programmes have played a significant role in providing income support to vulnerable households, creating local assets such as roads, ponds, and irrigation facilities, and strengthening village infrastructure. For many rural families, these programmes have served as an important safety net during economic uncertainty.

The assurance that work availability will continue without interruption is expected to provide relief to millions of workers who rely on government-supported employment for their livelihoods.

Focus on Livelihoods and Rural Development

The new VB-G RAM G mission seeks to expand beyond wage employment by incorporating livelihood generation and rural enterprise development through its “Ajeevika” component.

According to the government, the programme will focus on:

  • Strengthening women’s self-help groups
  • Promoting rural entrepreneurship
  • Encouraging skill development
  • Supporting sustainable livelihood opportunities
  • Enhancing community-led rural development

The initiative is aligned with the broader vision of Viksit Bharat 2047, which aims to transform India into a developed nation while ensuring inclusive growth across rural and urban regions.

Transparency and Accountability

The government has also highlighted the role of social audits and monitoring mechanisms in ensuring transparency and accountability in programme implementation. The dedicated allocation for administrative oversight and social audits is intended to strengthen the delivery of benefits and improve public confidence in the scheme.

While some experts and opposition leaders have raised questions regarding the operational details of the transition, the Centre has maintained that adequate safeguards are in place to prevent disruption and ensure continued support to beneficiaries.

Final Take

As the draft rules and implementation framework for VB-G RAM G are finalized, the interim allocation signals the government’s intent to maintain employment security while expanding opportunities for long-term livelihood creation in rural India.

With substantial financial backing and an emphasis on both employment and enterprise development, the mission is expected to play a key role in supporting rural communities and contributing to the broader goals of economic inclusion and sustainable development.
