Indian Government Doubles Supply of 5kg LPG Cylinders to Support Migrant Workers

As fuel access tightens, the Government of India steps in—doubling 5kg LPG supply to keep migrant workers cooking, working, and staying.

The Government of India has doubled the supply of 5kg Free Trade LPG (FTL) cylinders nationwide to strengthen cooking fuel access for migrant workers, address rising demand across industrial clusters, and prevent potential labor shortages triggered by fuel insecurity. The decision directly targets the needs of India’s mobile workforce, many of whom depend on portable LPG solutions due to the lack of permanent housing and documentation.

Strengthening Fuel Access for Migrants

Petroleum Secretary Neeraj Mittal recently communicated this directive through a formal letter to State Chief Secretaries. The order specifies that the daily quantity of 5kg FTL cylinders available for disbursal in each state is being doubled. This increase is calculated based on the average daily supply recorded earlier in March and intentionally bypasses previous allocation limits to meet the rising demand.

These 5kg cylinders are now being placed under the direct supervision of state food and civil supplies departments. To ensure the benefit reaches the intended group, officials have clarified that these additional stocks are meant exclusively for migrant laborers. State governments are working in close coordination with public sector Oil Marketing Companies (OMCs) to streamline this distribution.

Industry Concerns and Response

The government's intervention follows reports that several industrial clusters were facing a "potential mass exodus" of workers. Many laborers rely on the 5kg FTL cylinders because they are portable and typically do not require the extensive documentation or permanent address proof associated with standard 14.2kg domestic connections.

To retain their workforce, some industries had even begun setting up community kitchens. The increased supply of "Chhotu" cylinders (the common name for the 5kg variant) is expected to provide individual workers with the independence to manage their own cooking needs, thereby stabilizing the labor force in critical industrial hubs.

Supply Stability and Market Pricing

According to Sujata Sharma, Joint Secretary in the Oil Ministry, the overall supply of essential fuels—including petrol, diesel, and Piped Natural Gas (PNG)—remains stable nationwide. She reassured the public that there is "no dry-out" reported at distribution points.

Current data highlights the scale of the operation:

  • Refill Efficiency: Approximately 96% of LPG refill requests are being met, with 90% of deliveries being OTP-based to prevent black-marketing and diversion.
  • Daily Sales: Following the April 7 order, daily sales of 5kg FTL cylinders rose from an average of 77,000 in February to approximately 100,000 this week.
  • Commercial Use: While domestic supply remains the top priority, supplies for hotels and restaurants have been restored to 70% of their requirements.

In terms of cost, the 5kg FTL cylinders are classified as commercial LPG and are currently priced at ₹549 per cylinder in Delhi.

Raising Awareness

To ensure that migrant workers are aware of these relief measures, OMCs have organized over 1,300 awareness camps across various states. These camps serve as both information hubs and points of sale, having already distributed over 10,000 cylinders directly to beneficiaries.

The government continues to monitor the situation closely, prioritizing the needs of more than 332 million domestic LPG households while ensuring that the 5kg FTL network remains a robust safety net for the country's migrant population.
